Public hearings
In November 15 the Department of the Agency for Regulation of Natural Monopolies on East held public hearings on the adjustment of the tariff for the transmission and distribution of electricity JSC "EK REC " for 2014 and approval of tariff for 2016 .
At this point the rate of JSC " East Kazakhstan Regional Energy Company" for the transmission and distribution of electricity is one of the lowest in Kazakhstan. The area of the territory served , the length of lines and the amount of equipment - one of the largest of all the distribution companies of the country. Service power grid is manufactured by due to the tariff .
Since January 1, 2013 for regional power companies installed a new method of calculating the rate using the method of comparative analysis. The method of comparative analysis provides:
1) The definition of parameters effectiveness of RECs as a result of the comparative analysis with those of other RECs ;
2 ) the establishment of RECs for each task to improve the performance by taking into account the tariff cost , adjusted for specific performance parameter ;
3 ) Taking into account the tariff REC investment component , including depreciation and profit.
Comparative analysis according to this procedure is made annually on the basis of information on production and financial results for the calendar year preceding the year of reporting.
At this point the rate of JSC " EK REC " is 2.9 m. The approved rate for 2014 is 3.07 tenge, while the company has applied for its adjustment to increase to 3.17 m.
Public hearings with the public and the press are an important step in the process of tariff. During the public hearing sounded reasoned report of the Deputy Chairman of " EK REC " Taychikenovoy Ayganshy Zarykbekovny the need to increase the level of the tariff. Following the speech of the public and the media asked all their questions. All this, along with the application of JSC " EK REC ", took into account the representatives of the Agency for Regulation of Natural Monopolies .
The final tariff rate , adjusted for a specific performance parameter to be approved by the Agency for Regulation of Natural Monopolies no later than 26 November 2013 .
